About the Company
Region Stockholm has the overall responsibility for ensuring that everyone living in or visiting the region has access to a well-developed, easily accessible, and reliable public transport system. The mission of the Traffic Administration (TF) is to prepare and implement decisions regarding the direction and scope for a long-term sustainable public transport system. Additionally, we are responsible for the management and monitoring of traffic operations as well as maintaining the functionality, safety, and value of the infrastructure. Every day, more than 700,000 people travel using public transport, which includes journeys by subway, buses, commuter trains, and local trains.
About the Assignment
Region Stockholm is planning for Spårväg Syd - a new tramway between Flemingsberg and Älvsjö. Work is currently underway on the first phase of the tramway between Flemingsberg and Skärholmen.
Spårväg Syd is one of four major investments in the Stockholm region as part of the so-called Sweden Negotiation, which aims to improve public transport and increase housing construction. The project is financed and planned in collaboration with the state, Huddinge Municipality, and the City of Stockholm.
With Spårväg Syd, important areas in southwestern Stockholm will be connected, allowing more people to choose to travel by public transport between home, work, and school. It will be easy to switch between tram, bus, subway, commuter train, and regional train. Additionally, new housing and bike paths can be built along the tramway.
The project is currently in the planning phase, focusing on system documentation, railway planning, and environmental permits. The current timeline for the project extends until approximately 2037.
About the Role
As a planning coordinator for Spårväg Syd, you will be responsible for ensuring the progress and delivery of the project's railway plan. The role involves leading sub-projects related to Planning, Sustainability, Permits, and Property. This means leading the program's and projects' work within the planning of Spårväg Syd and ensuring coordination of sustainability and permit issues. The program includes several projects, including the Track Project (railway construction) and the Depot Project, and the role of planning coordinator also involves ensuring that planning work is conducted uniformly across the various projects.
Main deliverables within Planning include planning documents within the process for Spårväg Syd's railway plan, managing formal consultations and stakeholder contacts, and ensuring coordination with other parts of the projects and the program as well as external parties, primarily affected municipalities and the Swedish Transport Administration.
The work covered by this consultancy procurement primarily involves the following tasks:
- Lead the work to ensure the formal planning process
- Lead the work on the establishment of planning documents within the railway plan(s) (planning description, planning maps, consultation documents/reports, planning description, etc.)
- Lead collaboration and planning with affected municipalities regarding the planning process and ensure that the railway planning process and detailed planning process are coordinated when developing or amending detailed plans
- As a client representative, participate in work related to planning, contracts, and land access issues
- Ensure stakeholder management
- Together with project/program management, resource the planning team and develop the organization based on the project's phases
- Develop a timeline for activities within planning with the support of the program's planner
- Participate in and promote coordination within the projects and the program
- Contribute to the work of ensuring that other involved functions deliver the necessary documentation regarding needs for railway plans, changes to detailed plans, and other land-regulating provisions
- Participate in project-related meetings to receive information about the progress of the operations
- Represent the traffic administration towards external parties, such as authorities, suppliers, and contractors
Key qualities for the role include being receptive, results-oriented, and possessing good strategic and communication skills, as well as the ability to independently drive the work forward.
Competence Requirements
- You have at least 3 years of completed higher education in urban planning, land surveying, civil engineering, environmental science, or equivalent.
- You have at least 8 years of experience in driving, leading, and coordinating work with planning processes for road plans and/or railway plans or detailed plans in public transport projects and/or other urban development projects.
- You have had at least one assignment that involved independent work with planning documents such as planning descriptions, consultation reports, and other investigations and tasks related to the planning process.
- You must have had at least one assignment in a leading role for the development of a railway plan. This requirement is supported by at least one reference assignment and/or employment.
- You must have at least three years of experience working in a client organization within infrastructure or urban development. This requirement is supported by at least one reference assignment and/or employment.
- You have experience in leading teams. This requirement is supported by 2 reference assignments and/or employments.
- You must have had at least one assignment where coordination of railway plans and detailed plans was included.
- You must have had at least one assignment where it involved planning, conducting, and documenting consultation meetings with the public and other meetings with stakeholders.
Value-Added Requirements
- Experience in collaboration with stakeholders such as municipalities and various operators.
- Experience in the planning and implementation phases (design and construction phase) of rail traffic-related projects.
- Completed project management training.
